REQUEST FOR QUALIFICATIONS
CITY OF Richland Springs
FINANCIAL ADVISOR, BOND COUNSEL,
and ENGINEERING SERVICES
The City of Richland Springs, Texas (City) requests the submission of qualification statements, which may lead to the
possible award of contracts to provide Financial Advisor, Bond Counsel and Engineering services for Waterline
Replacement Project funded through the Drinking Water State Revolving Fund of the Texas Water Development
Board (TWBD). Detailed instructions on preparation of the qualification statement must be obtained by calling the
City Representative at Water Department, or by picking them up at the City Hall, 106 West Main between the hours
of 8:00 a.m. – 5.00 p.m., Monday thru Friday.
Three hard copies of the qualifications statement must be addressed to Chris Perry, City Manager, City of Richland
Springs, TX, 76871. RFQ’s are to be received no later than May, 18, 2024, until 3:00 p.m. The Request for
Qualifications (RFQ) should be submitted in a sealed envelope addressed as: FINANCIAL ADVISOR, BOND
COUNSEL, OR ENGINEERING SERVICES, REQUEST FOR SEALED QUALIFICATIONS, City of Richland
Springs, Chris Perry, City Manager, PO Box 38, Richland Springs, TX 76871.
The City will evaluate the qualification statements to determine which firm has the best qualifications. The
consultants for Financial Advisor, Bond Counsel, and Engineering services is expected to negotiate an agreement for
services that is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end
negotiations and begin negotiating with the next highest qualified firm.
This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract
or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from
the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be party to this
RFQ, or any resulting contract. RFQ’s are issued in accordance with Section 2254 of the Texas Government Code
(Professional Services Act).
These contracts are subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise
(DBE) Program, which includes EPA approved fair share goals for Minority and Women-owned Business Enterprise
(M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair
share of contracts, subcontracts, and procurements to M/WBEs through the demonstration of the six affirmative

be accepted .
